The Employers' Advisory Group (EAG) is a dedicated unit established to provide services on all aspects of employee taxation and remuneration planning. A former Inspector of Taxes, David has over 25 years of experience specialising in PAYE, National Insurance and benefit-related matters. He regularly advises clients and provides a telephone 'hotline' service for clients who need urgent advice on employment-related issues.

David is well known outside of Horwath Clark Whitehill as co-author of Gees A to Z of Benefit and Expenses and regularly lectures on the subject. He is also the partner in charge of our National Tax Investigation Group which, among other things, handles PAYE and National Insurance inspections.

Brian is a Senior Manager in Horwath Clark Whitehill’s Employers’ Advisory Group. He joined the firm in 1996, after spending 10 years in a similar role with another ‘Top 20’ firm of accountants. Prior to that, Brian spent 10 years in the Inland Revenue, rising to become Group Leader in charge of a PAYE compliance team.

Brian has a breadth of experience in dealing with all aspects of PAYE, National Insurance, employee benefits and expenses, including compliance, investigations, planning and employment status issues. He regularly deals with a broad spectrum of employers ranging from small owner-managed businesses via independent schools and national not for profit organisations to multi-national consultancies.

Brian is a frequent speaker on employee-related tax matters, both in-house and at external events. He also writes our regular newsletter, Employers’ Briefing, which is sent out by e-mail approximately once a month.

The Construction Industry Scheme (CIS) falls within Brian’s area of expertise. His time in the Inland Revenue included two years on a dedicated compliance team dealing with the special tax scheme for subcontractor payments. On joining the accountancy profession he continued to be involved in this area. As well as advising clients on CIS compliance issues and helping with certificate applications, Brian has led a number of training workshops, both internally and for clients.

Colin joined Horwath Clark Whitehill in 2003, after spending two years with a Big 4 firm in a similar role. Prior to this Colin was employed by HM Revenue and Customs (formerly the Inland Revenue) for 22 years, the last nine years being in the Employer Compliance field.

Colin has a breadth of experience in dealing with all aspects of PAYE, National Insurance, employee benefits and expenses, including advice and compliance. He has dealt with a broad range of employers ranging the one man limited company to the large multi-national organisations.

Andrew commenced his tax career in 1985 as a tax assistant with the Inland Revenue. He worked in various departments culminating in the last three years working as an Employer Compliance officer. Andrew moved into private practice in 2000 and worked for a small West End firm, where he obtained (his grounding and) experience in dealing with owner-managed businesses and small corporate clients. In 2006 Andrew moved to, a Firm that specialises in Charities and not for profit organisations, carrying out similar work. Andrew joined Horwarth Clark Whitehill London office in June 2008.

Andrew has experience in dealing with Employer Compliance reviews, benefits and expenses consultancy work and planning, overseas social security issues, car schemes, Construction Industry Scheme (CIS) and other PAYE and NIC matters.
